Where the collected water is sent matters most
City floodplain and stormwater management are the relevant records, but the local point is what happens after collection. A system that gathers water at the foundation and releases it a few feet away has relocated the problem, and in terrain with carbonate bedrock, repeatedly saturating the same ground is worth avoiding. On sloping Jones Valley lots, intercepting runoff uphill frequently outperforms any installed perimeter system.

Establish discharge and slope before buying a system
Citywide guidance cannot tell you where your runoff arrives from, where a system could legally discharge, or which of your walls is actually below grade. Establish all three on the parcel before comparing quotes.
